(Remind schools at all levels to handle epidemic prevention measures for gatherings)

This department reminds schools at all levels to pay attention to the regulations on epidemic prevention measures for assembly activities, and to cooperate with the following matters:

1. To prevent the risk of community infection from COVID-19, remind that if there are organizers for gatherings, they should follow the command center November 29, 109 Amend the published "Guidelines for Response to COVID-19 (Wuhan Pneumonia): Public Meetings" to properly assess the necessity of holding the event and the degree of related risks. If it is decided to hold it, a complete epidemic prevention response plan should be formulated, and relevant preparations for epidemic prevention should be implemented. Measures: According to the command center’s press release on January 19, 110, if it is not possible to strictly implement a complete risk assessment before the event, and plan a complete epidemic prevention package Measures, it is strongly recommended to cancel or postpone the event.

2. Carry out relevant risk assessments. If necessary, invite the competent authority of the gathering activities and local health units to discuss together. The recommended assessment indicators are as follows:

(1) Whether you can grasp the information of participants in advance: If you can grasp the travel history of all participants in epidemic areas, contact history of confirmed cases, and perform symptom assessment and temperature measurement before entering the event, the relative risk is low. Conversely, if the above information is not available, the relative risk is higher.

(2) Ventilation of the activity space: outdoor activities have low risk; indoor spaces with good ventilation or open windows for ventilation have the second risk; as for airtight indoor spaces with poor ventilation, the risk is the highest.

(3) The distance between event participants: During the event, they can maintain a safe social distance of 1.5 meters indoors and 1 meter outdoors, with low risk. In principle, the closer the distance, the higher the risk.

(4) Participants are in fixed or unfixed positions during the event: the former has a lower risk and the latter has a higher risk.

(5) Activity duration: In principle, the longer the time, the higher the risk.

(6) Whether it is possible to implement hand hygiene and wear masks during the event: those who can implement it have lower risk, but cannot implement it 1 The risk is higher.

3. For people with chronic lung disease (including asthma), cardiovascular disease, kidney, liver, nerve, blood or metabolism People with diseases (including diabetes), hemoglobin lesions, immune insufficiency requiring long-term treatment, pregnant women, etc., are advised to avoid participating in gatherings during the epidemic of severe and special infectious pneumonia in the country.

4. Advocate that people who are sick and rest at home should not participate in gathering activities, such as fever, respiratory symptoms, diarrhea, abnormal smell and taste, and home isolation, home quarantine, and strengthening of autonomy as listed in the "Person at Risk of Infection Tracing Management Mechanism" in the command center Health management and independent health management personnel shall not participate in party activities.

5. If there is a meal during the event, please follow the "Guidelines for COVID-19 (Wuhan Pneumonia) Response: Social Distance Precautions" published by the Command Center on April 10, 109.
