ENTRY NOTIFICATION FOR INTERNATIONAL STUDENTS IN SPRING SEMESTER, 2021

[February 18, 2021 updated]

Following the instructions of the CECC, the Ministry of Education announced that schools can start the entry procedures for international degree-seeking students in Spring semester 2021.
I. Before entering Taiwan:
1. All students coming to Taiwan are required to provide a certificate of a negative COVID-19 RT-PCR test results issued within 3 days prior to boarding the flight to Taiwan.
2. Students must stay at designated hotels, government quarantine centers, or off-campus school dormitory approved for quarantine purposes, one person per room.
II. When entering Taiwan:
1. Students must complete 14-day quarantine requirement and additional 7-day self-health management. School should keep tracking of student’s health status.
2. For those staying in government quarantine centers, students must take a COVID-19 RT-PCR test on Day 13 of the quarantine period. Government quarantine centers will assist to arrange hospital staff to take the test at the quarantine centers. If the test result is negative, students can leave the quarantine centers when completing 14-day quarantine requirement.
3. For those staying at quarantine hotels, schools should contact hospitals for arranging a COVID-19 RT-PCR test on Day 15 at the hospital after students complete 14-day quarantine requirement. Hospitals will need 1~2 days to get the test result. Therefore, schools should help students to reserve stay for 16 days at quarantine hotels until the COVID-19 test result is available.
4. All students must have a COVID-19 RT-PCR test at the end of the quarantine period. If showing symptoms of fever, loss of taste or smell, diarrhea or respiratory symptoms during the quarantine period, students must take a COVID-19 RT-PCR test on Day 15 after the quarantine period ends.

[January 27, 2021 updated]

The Central Epidemic Command Center (CECC) stated that the entry restrictions for foreign travelers coming to Taiwan will be extended until the end of February. Quarantine measures will be strengthened. Sometime after February, the CECC will evaluate the entry procedures again.

[January 13, 2021 updated]

The Ministry of Education (MOE) stated that in consideration of the rising number of entry of Taiwanese nationals during the upcoming Chinese Lunar New Year holidays, the entry procedures for foreign students will be postponed to sometime after the holiday period. MOE will arrange the entry procedures under the instruction of CECC and strengthen quarantine measures.
Chung Hua University is waiting and will follow the instruction of the government.

[December 31, 2020 updated]

The Central Epidemic Command Center (CECC) stated that in consideration of the status of the COVID-19 pandemic globally, Taiwan would impose entry restrictions and quarantine regulations for non-R.O.C. nationals, effective from 00:00 am (local time at the airport of departure) on January 1, 2021, and Taiwan would strengthen quarantine measures form travelers coming to Taiwan, effective from 00:00 am on January 15, 2021.

According to the announcement of the CECC, the Ministry of Education (MOE) will temporarily postpone the entry procedures for foreign students (including all degree-seeking students and the MOFA scholarship recipients who take a pre-degree Mandarin language enrichment program). MOE will arrange the entry procedures under the instruction of CECC soon.

[December 28, 2020 updated]

According to the Official Announcement of the Ministry of Education on December 10th, school can start the procedure of entry application for 2021Spring semester’s new foreign students.

CHU already submitted the list of new students, who are coming to attend the spring semester 2021, to the Ministry of Education. It may take some time for the Ministry to review and approve the list, and then notify the Taipei Representative Offices overseas.

Based on previous cases, students should wait for 2-3 weeks and then apply for a visa.

As soon as you obtain Taiwan Visa, you must inform our office with flight information that is departing at least 2 weeks after.

On November 18, the Central Epidemic Command Center (CECC) announced that it would launch the Fall-Winter COVID-19 Prevention Program on December 1.

All travelers coming to Taiwan and transit passengers are required to provide a certificate of a negative COVID-19 RT-PCR test result issued within three days prior to boarding the flight to Taiwan.

Starting from December 1, 2020, until February 28, 2021 (local time at the place of departure), travelers arriving at airports in Taiwan or transit passengers at airports in Taiwan, regardless of nationality (Taiwanese nationals or foreign nationals) or travel purpose (studies, work, diplomatic or official business, or others), are all required to present a certificate of a negative COVID-19 RT-PCR test result issued within three days (working days) of boarding before they are allowed to board their flight to Taiwan. The CECC stated that a certificate of a negative COVID-19 RT-PCR test result must be issued by a medical institution deemed qualified by the local government in the traveler's place of departure. In principle, such a certificate shall be written in English, Chinese, or both Chinese and English (bilingual version). Such a certificate shall include the following information: the name on the passport of the traveler, the date of birth or passport number of the traveler, specimen collection date and test report date, the virus name, testing method, and the result.
